DO NOT PUT THAT BLACK COVERING UNDER YOUR SOIL!!!

I have one bed in which a landscaper put that covering and now, every time I want to plant something, I need to take a knife and cut through the covering. Then the cut edges roll up under the wood chips.

My recommendation is to use ground cover such as pachysandra, lamium, etc. And/or wait till your perennials get larger. In some beds, I use round-up, but you wouldn't want to use it anywhere that you have plants you want to keep!!
